II. Job Purpose
Lead the accounting function of Finhay Securities, ensuring accurate, timely financial records and reports under VAS and IFRS, full compliance with tax, accounting and securities regulations, and reliable financial information for management decisions.
III. Key Responsibilities
1. Bookkeeping and closing
- Key tasks: Book and check all accounting transactions arising daily, monthly and yearly; manage the period-end closing process
- Expected output: Accurate books closed on schedule each month and year
2. Receivables and payables
- Key tasks: Manage accounts receivable and accounts payable
- Expected output: Reconciled AR/AP balances; overdue items followed up
3. Financial reporting
- Key tasks: Prepare and manage financial reports in accordance with VAS and IFRS
- Expected output: Monthly, quarterly and annual reports delivered on time
4. Regulatory compliance
- Key tasks: Ensure full compliance with tax laws, accounting regulations and securities industry requirements issued by the MOF, SSC and the Stock Exchanges
- Expected output: No penalties from regulators for accounting or reporting breaches
5. Statutory reporting
- Key tasks: Prepare and submit statutory reports: tax filings (VAT, CIT, PIT), financial disclosures and SSC reports; financial safety ratio reports
- Expected output: All statutory reports submitted correctly and by the deadline
6. Client asset segregation
- Key tasks: Ensure clients' cash and securities are accounted for separately from company assets and reconciled with banks and VSDC
- Expected output: Daily/monthly reconciliations with no unresolved differences
7. External relations
- Key tasks: Work with external auditors, banks, tax authorities and other relevant parties
- Expected output: Unqualified audit opinion; timely responses to auditors and authorities
8. Process and systems
- Key tasks: Develop and implement improvements to accounting procedures and systems; drive automation of reconciliations and reporting
- Expected output: Documented procedures; reduced manual work and closing time
9. Team leadership
- Key tasks: Lead, assign work to, train and evaluate the accounting team
- Expected output: Team delivers on schedule; clear roles and backup for key tasks
10. Other duties
- Key tasks: Perform other tasks assigned by the direct manager

IV. Authority
- Decision rights: Approve accounting entries, reconciliations and internal accounting procedures; assign and review the work of the accounting team
- Recommendation rights: Propose accounting policies, system changes, staffing and improvements to financial controls
- Signing rights: Sign accounting vouchers, financial statements and statutory reports as Chief Accountant in accordance with the Law on Accounting
- Access to information and data: Full access to accounting records, bank statements and financial data of the company — confidential
- Limits: Payments and financial commitments above delegated limits require approval from the authorized approver

VI. Performance Criteria
- Timely closing: Number of working days to close books each month (Source: Closing calendar)

- Audit outcome: Audit opinion and number of material audit adjustments (Source: External audit report)
- Compliance: Number of penalties or warnings from tax authorities and regulators (Source: Official documents from authorities)
- Reconciliation quality: Number of unresolved differences in bank, client asset and AR/AP reconciliations (Source: Reconciliation reports)
VII. Minimum Requirements
Required
- Education: Bachelor's degree or higher in Accounting, Finance, Auditing or related fields
- Certification: Chief Accountant Certificate; meets the chief accountant standards under the Law on Accounting and securities regulations
- Experience: At least 5–7 years in accounting, including 3+ years in a supervisory or chief accountant role
- Professional knowledge: Strong knowledge of VAS, tax laws and capital market regulations
- Systems: Experience with accounting software (e.g. MISA, Fast, SAP, Oracle)
- Skills: Excellent attention to detail, analytical and communication skills
- Attributes: Works well under pressure and meets deadlines; high integrity
Preferred
- Certification: CPA, ACCA or CFA
- Experience: Securities company, bank or financial institution
- Professional knowledge: IFRS reporting; SSC regulations, stock trading systems and investor account structures
- Systems: Excel automation, BI tools or AI-assisted reporting
VIII. Working Conditions and Career Path
